Yes they are PL teams (Liverpool) but next season that may not be the case.

F.C. stands for Football Club. The vast majority of football clubs - especially in the UK - have those initials in their name. On that basis, Cardiff is interchangeable with Swansea or Newport, and this makes a grid which is otherwise pretty good not quite so good.
