I had to look it up too ... from Wiki "Thomas Pennant described the location of Selsey-bill in his book A Journey between London and the Isle of Wight published in 1801 (note bill in minuscule, reflecting the resemblance of the headland to the shape of a bird's beak)"

BTW in terms of etymology, a bill was a stonemason's pick- probably hence a birds bill, a hedging bill or bill hook (bladed tool) so I'd hazard a guess this is a descriptive root of the word bill as a headland?
