I think a dragoon is an old word for a soldier, rather than a verb meaning "to enlist."

I just looked up "dragoon" in the OED and it defines the verb as "To force (into a course, etc.) by rigorous and harassing measures." Though I didn't question it until I read the previous comment - when I played the grid, I just accepted it as a synonym for the other words in the group.
